Programme (CCSAWP)
A Partnership That Endures
This year marks a significant milestone for the Seasonal Agricultural Workers Programme (SAWP) as we proudly celebrate 60 years of enduring partnership between the Government of Jamaica and the Government of Canada. For six decades, SAWP has stood as a powerful example of international cooperation, built on mutual respect, shared responsibility, and a common goal—supporting sustainable agriculture in Canada, while providing meaningful employment opportunities to many Jamaicans. The programme has consistently delivered benefits to Jamaican workers and Canadian farmers, contributing to food security, economic growth, and stronger ties between our two nations..
Over the years, SAWP has continued to evolve, adapting to the changing needs of agriculture, workers, and communities. Through collaboration and innovation, the programme remains responsive and resilient, ensuring that workers are supported and employers receive the skilled, reliable labour essential to their operations. The Jamaican Liaison Service (JLS), under the capable leadership of Mrs. Althea Riley, the Chief Liaison Officer, and her team, with sub offices in British Columbia BC, Leamington, Simcoe, Niagara, Ontario and in Kentville, NS, continues to provide support to the workers and employers, while maintaining the integrity of the programme.
Together, our teams safeguard the welfare of our workers by providing essential support, advocacy, and guidance. The JLS team also assists employers in navigating the complexities of securing reliable, efficient English-speaking temporary foreign workers.
As we reflect on 60 years of achievement, we do so with gratitude for the workers, employers, and stakeholders, such as the Ontario Fruit and Vegetable Growers Association (OFVGA), who have shaped the programme’s success. We also look ahead with optimism, confident in the programme’s ability to continue to grow, building partnerships and shaping futures for generations to come.
